While European member states are struggling to handle reception, equitable resettlement, and integration of refugees, numerous citizens across the European Union take action and come together to help fellow human beings.

Due to a certain ambiguity of the EU law, however, individuals and civil society actors who offer humanitarian assistance or shelter can face sanctions or even prosecution. “We are a welcoming Europe, let us help” reads the title of a recently launched European Citizens’ Initiative (ECI), the most visible and legally binding tool for direct democracy in Europe. If one million EU citizens sign the petition, the European Commission will be obliged to respond to the proposal of amending the EU legislation so that humanitarian workers are not punished, victims of abuse and exploitation at the borders are protected, and citizens can support refugees without restriction.

The closing event of the “Pat Cox – Humanity in Action Fellowship” provides an opportunity to discuss the Initiative as well as the impact that European citizens can have on EU migration policies. Coordinators of the ECI from the Migration Policy Group will answer questions about mobilizing the movement of open and welcoming Europeans, the European Parliament elections in 2019, and a new quality of the migration debate.
